If I could have taken a 10 to hide the seaknife in my boot, it's a 16 (10+4 Dex +2 Dagger) or if I need to roll it's a 9 (3+4+2). The starknife is in a pouch so I dunno if I even need to roll to hide it, but I will anyway, to be safe and that is an 11+4+2 so 17.

If it's in a pouch i'd imagine it's pretty damn well hidden so the roll isn't necessary - i'll assume taken 20.
The dagger, seeing as you aren't in the act of hiding it, but it was instead hidden already - take 10 is fine.

Yeah, I more considered the question a 'roleplaying' one. I mean - if you've everb een to the city there may be some basic things you know, depending on the sort of person you are. I'm not going to begrudge a sailor for knowing the docks of a city they've been to, or a blacksmith to know a town's local smithery if they've heard of the town. I more use local checks for shit you wouldn't necessarily know, or for towns/places you've never actually been too
